Take Two Interactive CEO Strauss Zelnick, who recently confirmed that Grand Theft Auto 6 will not use generative AI to procedurally generate the world. Ever since the game’s development was officially announced, fans have begun discussing whether Rockstar Games is using artificial intelligence to develop the game. While modern games often use different types of AI, GTA 6 will not use generative AI.
talking Game Industry NetworkThe CEO of Take Two Interactive explained that Rockstar Games crafted the game very carefully, developing every world detail from scratch. He added that due to their attention to detail, they can create gripping and immersive entertainment products.
Strauss Zelnick put it this way:
“Especially in GTA 6, generative AI is zero percent of what Rockstar Games is building. Their worlds are handcrafted. That’s what sets them apart. They’re built from the ground up, building by building, street by street, neighborhood by neighborhood. They’re not procedurally generated, nor should they be. That’s what makes great entertainment.”
This isn’t the first time Zelnick has spoken out against generative AI. with CNBC A few months ago, he explained that nothing created using the technology can be protected or copyrighted. Additionally, it might not be as good as having a real developer create a game from scratch.

In fact, we have been a leader in this field and now have hundreds of pilots and implementations across our company, including within our studios. We are already seeing instances where generative AI tools are driving cost and time efficiencies.”
One of the most commonly used AIs in video games is when developers create NPCs (non-playable characters). These characters roam or drive around the game world. They can react to various events and even remember the protagonist and their actions.
It is safe to say that GTA 6, which will be released on November 19, 2026, will have an excellent NPC system as well as various other AI tools.
