• Ukraine’s capital Kiev was hit by a Russian missile in the early hours of Tuesday, Tymur Tkachenko, head of the military administration in the city, said on the Telegram messaging app.
• Tkachenko said several apartment buildings and an educational institution were damaged. Witnesses on the Reuters news agency reported a huge explosion in the city.

• A father and a son were killed and two children and their mother were injured after a Russian attack on an area in the region Donetsk region frontlineaccording to regional authorities.

• A coal mining site in Ukraine’s Dnipropetrovsk region has been attacked for the second time in 24 hours, according to private energy producer DTEK. There were no immediate reports of casualties or damage to infrastructure.

Diplomacy and Politics

• Ukrainian President Volodymyr Zelensky said in a nightly video address on Monday that Russia has largely abided by a ceasefire on Ukraine’s energy infrastructure, as Kyiv prepares for the next round of trilateral talks with the United States and Russia that are expected to begin on Wednesday.

• In a separate post on social media, Zelensky added that the recent “de-escalation” with Russia – an apparent reference to a brief ceasefire over attacks on energy facilities – had helped build trust in negotiations.

• In a separate speech, Zelensky said a dignified and lasting peace was realistic ahead of the next round of peace talks with Russian and U.S. officials in the United Arab Emirates. He added that the agreement on U.S. post-war security guarantees for Ukraine was now “complete.”

• Ukrainian Sports Minister Matvey Bidny told AFP in an interview before the Winter Olympics that sports federations that claim the separation of sport and politics should not include armed conflict in the definition because “war is a crime, not politics.”
