
US representative To Titus urges Congress to amend current tax policy to allow full federal gambling deductions to protect consumers.
Nevada’s ambassador to the United States Capitol has been engaged in a protracted battle over changes to gambling tax laws since the 2025 Budget Bill, also known as A Big Beautiful Bill Act (OBBBA) and the “Big Beautiful Bill,” passed.
In a letter dated January 13, 2026, Titus now called on the leadership of the House Ways and Means Committee to consider a “common-sense tax fix.”
Titus again urged Congress to enact gambling deductions
“For decades, the tax code has allowed taxpayers to deduct up to 100 percent of their gambling losses from their winnings…a clear and fair standard that accurately reflects net income,” Titus wrote.
As we’ve reported in depth, Titus hasn’t budged an inch on his previously held views that the 2025 Budget Bill will have a negative impact on consumers.
Titus sets forth Fair Accounting for Income Realized from Betting Earnings Taxation (FAIR BET Act) in July 2025, in response to the proposed changes, stating that it would “permanently bring back the 100% reduction in losses from gambling winnings.”

Since then, the case of the representative of Nevada has been repeatedly dismissed, although the Congresswoman has remained stoic in the media spotlight and against the odds of prediction markets.
Now, Titus intends to appeal to Congress another time, with the Sin City delegate posting on X, “I’m leading a bipartisan, bicameral effort to correct this unfair tax policy so that players don’t have to pay taxes on phantom income.”

Titus faced fierce opposition and a list of defeats
Titus has suffered several defeats in his efforts to reverse gambling tax reform and has previously sought to incorporate his stance into other legislation in Congress, such as the National Defense Authorization Act (NDAA).
It failed, but his determination remained steadfast nonetheless many rejections to the decision makers in Congress.
Las Vegas is the gambling center of North America, and as a result, Titus said the tax changes for gamblers will have a devastating effect, especially in his state.
“The change may be small, but it has significant and harmful consequences. It unfairly burdens professional gamblers and casual players alike.” In the letter, Titus also added weight to the industry heavyweights behind the FAIR BET Act.
He said, the revision “is supported by a wide range of key stakeholders, including the American Gaming Association, MGM, DraftKings, FanDuel, Caesars, Wynn, the Nevada Resort Association, and the National Thoroughbred Racing Association.”
