Under the draft, the state Department of Social Services would provide state funds to qualifying nonprofits and assume administrative responsibilities for the center.

The draft does not indicate how much funding the plan will require. However, Politico reports that the funds will be used for “community outreach, collaboration, legal services staffing, and approved administrative expenses related to the operation of the center.”

California currently faces a $68 billion budget deficit, according to state government data Legislative Analyst’s Office.
