Israel loosened its rules for bombing Hamas fighters, killing many more civilians



Surprised on October 7 and fearing another attack, Israel weakened safeguards meant to protect non-combatants, allowing officers to threaten up to 20 people in each airstrike. What followed was one of the deadliest bombings of the 21st century.
