Leaked documents from the Iranian regime reveal a coordinated plan by its security agencies and approved by the Supreme Leader Ayatollah Ali Khameneiusing force, surveillance and internet shutdowns to violently suppress nationwide protests.
Excerpts from documents reviewed by Fox News Digital show Iran’s Supreme National Security Council developed the strategy after rising fuel prices and an economic collapse sparked nationwide protests in 2019.
In the National Council of Resistance of Iran (NCRI) press conference On Tuesday, Alireza Jafarzadeh, deputy director of the Washington office reporting on the regime’s pre-planned orders behind the protests and mass killings, said the documents “were obtained from within the regime,” and later cited the People’s Mujahedeen of Iran (MEK) as saying they had obtained the documents.
“This National Security Council directive was obtained by Iran’s MEK network, which has access to sources within the regime,” he confirmed to Fox News Digital.

“The documents show the regime’s efforts to prevent a resurgence of uprisings and to suppress them if they occur,” Jafarzadeh added, adding that “there is a clear plan of action for the Islamic Revolutionary Guard Corps to use lethal force to kill as many people as possible in order to maintain power.”
The first document, classified as “top secret,” was released on March 3, 2021, in which the regime laid out four escalating law enforcement and security conditions. The regime dictates how riots are handled and which authorities are responsible for each stage.

In the most serious category of “armed security situation,” full command was quickly transferred to the Islamic Revolutionary Guard Corps.
“For now, this compilation should be communicated for two years,” Khamenei wrote before ordering the country to implement the blueprint.

Internal regime assessments cited in other leaked documents describe three phases of the 2026 uprising: an initial law enforcement phase, followed by an unarmed security phase, and finally Armed security situation since January 8 When power was fully transferred to the IRGC, the IRGC assumed a command role and carried out armed killings.

A second classified document compiled by the IRGC headquarters in Salalah in 2024 revealed how much the regime had prepared to deal with dissent.
The 129-page “Tehran Comprehensive Security Plan” details extensive surveillance and repressive measures, classifying opposition MEK members and family members of executed dissidents as “first-level” enemies, subject to surveillance and control.

Jafarzadeh added: “It also shows how far the regime is prepared to go to kill as many people as they did in January 2026. However, these killings further reinforce the belief that there is only one way to end the killings, and that is to overthrow the regime.”
“More and more people, especially young people, are joining organized forces to fight against the IRGC and liberate the country,” he said.
