struggle

• Earlier on Wednesday, Oleh Syniehubov, the governor of Bokhodushiv, a city west of the Ukrainian city of Kharkiv, said on the Telegram messaging app that the Russian attack killed four people, including three children.

• “Two one-year-old boys and a two-year-old girl died in the enemy attack,” as well as a 34-year-old man, Sinehubov said. A 74-year-old woman was also injured, he added.
• Local official Serhii Zelenskyy said Russian attacks on energy infrastructure left the community of Lozova in the Kharkiv region without power. Sinehubov later declared an energy emergency, citing “continuous enemy fire” in the area.
• A Russian missile attack killed a mother and her 11-year-old daughter and injured 16 others, the Donetsk District Prosecutor’s Office said in a Facebook post.
• Five people were killed in a Ukrainian attack on the Russian-occupied Vasilivka district in Ukraine’s Zaporozhye region, Natalia Romanichenko, a Moscow-appointed local official, told Russia’s TASS state news agency.
• A Ukrainian official was killed in a Ukrainian attack on a funeral procession in Serki, also in Russian-occupied Zaporozhye, the TASS news agency reported, an attack widely condemned by Russian officials.
• Russian-appointed officials said the Ukrainian attack caused a power outage in the Russian-occupied Zaporozhye region and a heating outage in the Enekhodar district of the Russian-occupied Zaporozhye region, the TASS news agency reported.
• One of two external power lines supplying power to the Russian-occupied Zaporozhye nuclear power plant has been cut due to an attack by Ukraine, its management said on Tuesday.
• Vyacheslav Gradkov, governor of the Shebeginsky district of Russia’s Belgorod region, said a Ukrainian drone struck a truck, killing one man.
• According to the TASS news agency, Russian air defense systems shot down three guided air bombs and 72 Ukrainian drones in one day.

military aid

• U.S. Ambassador to NATO Matthew Whitaker said in an online briefing that 21 NATO allies and two partners have committed to purchasing more than $4.5 billion worth of U.S. weapons through the Ukraine Priority Requirements List (PURL) program. Whitaker said he expected more commitments to buy weapons for Kyiv would be announced when defense ministers meet in Brussels on Thursday.
• The Ukrainian military has received an additional 4.5 billion Ukrainian hryvnias ($104.5 million) in funding over the past month to order drones and electronic warfare systems, the Ukrainian Defense Ministry said in a statement.

Politics and Diplomacy

• South African President Cyril Ramaphosa said in a phone call with Russian President Vladimir Putin on Tuesday that South Africa supports efforts to end Russia’s war in Ukraine, the president’s office said. The Kremlin also confirmed that the two leaders discussed war.
• Kremlin spokesman Dmitry Peskov told reporters that France has not officially restored ties with Russia, but Moscow “took note of Mr. Macron’s statement on the need to restore relations with Russia,” referring to French President Emmanuel Macron. “We are very impressed by such remarks,” Peskov added.
• Moscow’s communications regulator Roskomnadzor said it would further restrict Telegram’s platform in Russia, saying the messaging app did not “comply” with Russian law, “personal data is not protected” and the app has “no effective measures to combat fraud and the use of the messaging app for criminal and terrorist purposes”.
• Pavel Durov, Telegram’s Russian-born founder, defended the app, which is widely used in Ukraine and Russia, saying Telegram would remain committed to protecting free speech and user privacy “regardless of pressure.”

sanctions

• The management of Germany’s PCK Schwedt refinery, controlled by Rosneft Energy, issued an “urgent appeal” to German Economic Affairs and Energy Minister Katharina Reich, saying the threat of US sanctions could harm fuel supplies in Berlin and the region. Berlin has obtained a sanctions exception for the refinery, but the sanctions are set to expire on April 29.
