Under the order, CPD officers who observe or receive reports of apparent violations by federal agents will be directed to record federal law enforcement activities, preserve any body camera footage, and attempt to identify and verify the names and badge numbers of federal supervisory officers on scene.

The order also directs police to complete incident reports in accordance with department policy and to summon emergency medical services and provide aid to any injured persons.

Johnson said the order comes amid reports that the federal government plans to increase immigration again in Chicago and surrounding areas later this spring.

Johnson’s order follows several high-profile confrontations between federal agents and suspects in the Chicago area, including the case of Silverio Villegas González. Silverio Villegas González was shot and killed by an ICE agent in suburban Franklin Park in September 2025 after authorities said he resisted arrest, tried to escape during a traffic stop and dragged an ICE officer with his vehicle.
