Senate Republicans and Democrats overcame partisan rancor to deliver a restructured government spending package to the House of Representatives on Friday night. Donald Trump A deal was struck to satisfy Democratic demands.

While lawmakers were able to move forward with five revised bills, without the controversial Department of Homeland Security (DHS) funding bill and a two-week funding extension to keep the agency afloat, a partial government shutdown is all but certain.

That’s because changes to the program and inclusion in DHS’s short-term Continuing Resolution (CR) must be approved by the House of Representatives. House members won’t return to Washington, D.C., until early next week.

Schumer and his caucus are determined to enact a raft of additional reforms and on Wednesday dropped three categories of restrictions on Immigration and Customs Enforcement (ICE) that many Republicans had balked at.

“These are not radical demands,” Schumer said on the Senate floor. “They are the foundational standards that the American people have come to expect from law enforcement. I hope we can vote quickly in the Senate today so we can move forward with the important work Control ICE. The clock is ticking. “

Democrats argue the changes are common sense and aimed at reducing further incidents during immigration operations across the country following two fatal shootings of federal agents in Minneapolis, Minnesota, this month.

“This isn’t like some wish list,” said Sen. Tina Smith, D-Minnesota. “It’s like very practical, common sense stuff that actually goes a long way toward minimizing the harm that we’re seeing in Minnesota.”

One of the most difficult requests is when ICE agents require a judicial warrant, rather than an administrative warrant, to make an arrest.

Missouri Republican Sen. Eric Schmitt argued that while Republicans don’t want a government shutdown, they won’t bring “stupid –” legislation into the government. DHS Act.

“We’re not going to tell (ICE) they need a judicial warrant when they already have one,” Schmidt said. “We’re not going to do that.”

It won’t be easy for Republicans to successfully move bills from one chamber to the other. A group of Senate Republicans opposed the original package because it included billions in earmarked funding.

And Sen. Lindsey Graham, R-S.C. is outraged by the House’s decision to repeal a provision that would have allowed senators like him to sue for up to $500,000 if former special counsel Jack Smith subpoenaed their phone records as part of the Arctic Frost investigation.

“Speaker Johnson, you disrupted me. I will not forget this. I have a lot of good friends in the House. If you think I’m going to give up on this, you really don’t know me.”

He’s demanding a vote on expanding the number of individuals and organizations affected by Smith’s Arctic Frost investigation who can file lawsuits, as well as a vote on his legislation that would criminalize the actions of officials who run sanctuary cities.

at the same time, Move packages across the House Might be heavier than expected.

Speaker of the House of Representatives Mike Johnson, The Louisiana Republican expects he could implement the plan as early as Monday, three days into the partial shutdown, because lawmakers won’t leave Washington, D.C., until next week.

A House Republican source told Fox News Digital that passing the legislation while suspending the rules could be a path to success because it would quickly move the bill through the House-wide procedural hurdle of a “rules vote” that is typically conducted along party lines.

But that would require raising the passage threshold from a simple majority to two-thirds, meaning the bill would need a large number of Democrats to move forward.

Yet, at least for now, that doesn’t appear to be the course House leaders are taking. Two other sources told Fox News Digital on Friday morning that the House Rules Committee is expected to hold a rare hearing on the bill on Sunday.

The House Rules Committee is the final gatekeeper before most legislation gets a vote from the full chamber, meaning further action on the package it advanced Sunday could come as early as Monday.

House Republican Resistance Members of the House Freedom Caucus have raised objections to the revised package, particularly the Department of Homeland Security CR.

“Democrats want to retain millions of voters,” House Freedom Caucus Chairman Andy Harris told Fox News Digital. illegal alien In the United States, if there are ongoing solutions, they won’t suddenly disappear in a week or a month. “

“Further delaying full-year funding for the Department of Homeland Security is a bad idea,” Harris said.
