“In the handwritten notebook, Khan discussed other weapons and firearms, how they were used in the attack, and how to avoid detection by law enforcement after the attack,” prosecutors added. “The notebook mentioned the name of a member of the University of Delaware Police Department and contained a layout of a building with an entrance and exit, with the words ‘University of Delaware Police Department’ printed underneath.”

Laura Carlson, interim president of the University of Delaware, said Khan was an undergraduate student at the time of his arrest.

“The school has temporarily separated the student from the university, including banning the student from all UD campuses while the legal matter is resolved,” she said in a statement. “We have been working closely with law enforcement throughout this incident and are sharing this information with you now that we have been given permission to do so.” Statement to the Campus Community.

“There is no known or immediate threat to the University of Delaware community,” Carlson added, describing how authorities released “evidence of a plan targeting the University of Delaware Police Department.”

The New Castle County Police Department (NCCPD) announced Tuesday that Khan faces multiple state charges, including felony counts of possession of a large-capacity magazine and carrying a deadly weapon, as well as a misdemeanor count of resisting arrest.

“On Monday, November 24, 2025, at approximately 11:47 p.m., Troop B patrol officers were conducting a property check in Canby Park West when they observed a white Toyota Tacoma in the park,” police said. “Officers conducted a traffic stop on the vehicle and made contact with the driver and sole passenger, Luqmaan Khan, 25, of Wilmington.”

The statement added: “Police officers found probable cause to request that Khan exit the vehicle, but he refused to comply. Khan subsequently resisted arrest and was detained by police.”

The next day, a search included FBI It took place at Khan’s residence in Wilmington.

“Therein, law enforcement seized a Glock 19 9mm pistol equipped with an illegal machine gun conversion device, commonly known as a ‘switch.’ Law enforcement also seized a .556 rifle with a scope and red dot sight, 11 additional extended magazines, hollow-point ammunition, and a two-plate tactical vest equipped with a single ballistic plate,” the prosecutor’s office said.
